In 1993, he was elected assistant secretary of the Chinese Buddhist Association. When he was at Beijing, no matter whether he was holding assemblies within China, or on international visits, he was modestly receptive to the venerable dharma masters who were collaborating with him, from that (point of view) observing how they could abide in the world for the sake of the people, to refine their minds in any event, and to expedite the crossing over of all beings.

On Sept. 16 of 2002, at the Chinese Buddhist Association’s Seventh Representatives’ Great Assembly, then 36-year-old Dharma Master was elected vice-chairman of the Chinese Buddhist Association, and concurrently, its Secretary General. He was the youngest member of a new leadership collective at the Chinese Buddhist Association. He also concurrently beccame the chief editor of the “Sound of Dharma” periodical. Speaking of his election, he asserted: “This is the confidence of elder high monks and great virtuous ones in me. I will assist the Chairman with all my heart and all my energy, while carrying out the work of my position. In the many years since, Dharma Master has truly put his promise into effect, consistently and thoroughly.

On April 11, 2005, he was promoted to chief priest of Longquan Temple in Beijing. ((That temple had a very commercial web-site which came to a screeching halt after Buddha’s Birthday in April 2005, in accordance with Xuecheng’s early-delineated policy, and has since been replaced by a refreshing diversity of private sites and blogs. Famen Temple’s site, which is a major portal to the Chinese Buddhist web, including Taiwan, did not meet the same fate, presumably because it is an integral part of Famensi’s diplomatic mission. -xp))

In December of 2006, he was elected vice-chairman of the Fifth China Religious Study Conference, and at the time of assuming his duties, he said: “I expect that academia and the Buddhist world can endeavor together, each exhausting its resources, to tirelessly labor to build a harmonious Socialist society!” ((Amen. His focus on this has been, in fact, relentless, and we are starting to see its results in very deliberate attempts by the Chinese Central government to foster harmony throughout the government, that are now starting to bear detectable fruit, such as on the Taiwan question. Chinese Buddhism = Maoism – guns. -xp))
In January of 2007, he became the first vice-principla of the Chinese Buddhist Academy, and the head of the Buddhist Library and Museum. At the conference when he assumed his duties, he said: the Buddhist Academy is a project concerning our Buddhist aspirations, and a basis of human capacity. But it is not a basis for all human capacity, but rather for high-level human capacity. When asked to undertake this responsibility, my capacity is really limited, and I am very lacking in every respect, but because it is included in my position, I can’t quibble about it. At the same time, this is an opportunity to study and practice, and I am very willing to straight-forwardly study and practice for the common good.” ((He was promising to do something effective in this sinecure post, a promise which he has made good on. -xp))

Member of the Ninth and Tenth Chinese People’s Political Consultative Committees
Because of his many concurrent offices, Dharma Master’s work is both complicated and heavy. He takes “universality, essentiality, importance, and urgency” as the basic principles for taking care of business, doesn’t contend for one single moment, and earnestly takes responsibility, regarding the complications of people, events, and objects as awesome but not burdensome, managing each task neatly without entanglements. He often says, “I use 30% of my attention considering present affairs, and 70% of my attention considering events which will transpire in the future. I have already considered today’s events in the past, so it’s no use spending much thought on it, I want to often consider the event sof the future, while taking care of present events, and today’s events I exhaust my capability to finish today, I do not want to drag them out. All people can have the habit of an idle nature, and there are three kinds of idleness that can arise: indecision, dependence, and evasion. It is necessary to emphasize motivation to defeat idleness.
In November of 2005, on a chilly dawn at the time of consecration activities for the visit of Famen Temple’s Buddha finger relic to Korea, Dharma Master said to his supporters: “After meeting last night until one o’clock in the morning, I was continuously thinking the suject over. In being the delegation head, every aspect of the affair must be considered extraordinarily clearly.”
There was also one time, in revising the drafts of speeches that Dharma Master wanted to use in Japan, he did not sleep the whole night, and altogether revised more than ten drafts.
Dharma Master has laughingly said: “I go back and forth between the Buddhist Assocciation, Longquan Temple, Guanghua Temple, Famen Tmeple, and every place in China and abroad.” It is very difficult to propagate Buddhadharma if there is not great and strong compassion and vow power, and what’s represented by this is a certain duty and mission.
He often says: Without egoity there’s no fear, without self-interest, there’s no worry.” Whether it’s within a tranquil temple, or the thoroughly ear-confusing clamor of a tumultuous marketplace, he always has the pleased appearance of an harmonious countenance, like the free and easy self-determination of a boat travelling down a stream, and does not become worried one bit from the press of business. An innermost heart armored with the merit of morality, meditation, and wisdom makes him bright, pure, and happy, and inside he abides in the outpouring of Bodhicitta. “Like the lotus not being wet by water, and like the sun and moon not standing in the sky.” Some people ask: “How can one practice to this kind of state?” Dharma Master says: “control yourself, do not take out anger on others, do not go beyond yourself, often self-inspect, and think on behalf of others.”
((This author has put me through my paces with his dialect, which I believe to be the Fujian dialect, which is supposed to be the basis of “Taiwan hua.” I think I’ve heard some of this in my Taiwanese temple, Fo Guang Shan. -xp))
